IETC is part of a network of organizations involved with the promotion of application of Environmentally Sound Technology. We believe in reciprocity, joint action and collaborations between agencies in order to build on complementary strengths. Based on these principles IETC functions in a catalytic role and seeks to:
Be a forum for raising issues with other organizations.
Advise and guide, providing information and insights into opportunity.
Be a stimulus to other organizations to come together.
As a part of the Division of Technology, Industry and Economics (DTIE), IETC is currently closely co-ordinating its activities with substantive offices of UNEP, mainly Division of Environmental Policy Development and Law and Division of Environmental Policy Implementation, INFOTERRA and UNEP's regional offices. We are also implementing joint activities with the Sustainable Cities Programme (SCP) of UNCHS (Habitat), and working in close collaboration with the United Nations Development Programme (UNDP), the Commission for Sustainable Development (CSD), the International Labour Organization (ILO), the World Health Organization (WHO), the United Nations Industrial Development Organization (UNIDO), the United Nations Commission on Trade and Development (UNCTAD), the United Nations Education, Science and Communication Organization (UNESCO), the Regional Economic Commissions and the United Nations organizations at large.

Environmental Education and Training
The Regional Office for Asia and the Pacific works closely with UNEP's Division of Environmental Policy Implementation on activities such as advisory services, pilot projects, education and other capacity building support, and coordination of response to environmental emergencies.

Regional Programmes
The Network for Environmental Training at Tertiary Level in Asia and the Pacific (NETTLAP) consists of institutions and individuals active in environmental education and training at tertiary (e.g. university, technical institute, teacher training college) level in the region. NETTLAP develops and applies innovative methods in environmental training; identifies regional training needs and shares knowledge through ongoing interaction amongst network partners. Focus thusfar has been human resources development in the areas of toxic chemicals and hazardous waste management, coastal zone management, and environmental economics.

Fellowship support.
In response to requests from the region, UNEP/ROAP occasionally provides financial support to assist participants in relevant environmental meetings, training programmes and seminars. Such requests should be directed to the Regional Director.

Introductions to Projects:
Labor Market Development Project
The Labor Market Development Project will contribute to an enabling environment for state-owned enterprise (SOE) reforms and promote China's transition to a market economy. The objectives of this four-year pilot project are to: 1) support policy and legal reforms to facilitate the development of functioning labor markets and promote urban labor mobility; 2) improve the delivery of labor market services, and training to facilitate the redeployment of, surplus workers in SOEs, the unemployed, and rural-to-urban migrant labor and thus increase labor productivity and mobility; and 3) enhance the institutional capacity of project implementing agencies with a view to promoting market-based services. The components of the project are: 1) policy reform on the coverage and pooling of social insurance at the municipal level, reduction of surplus labor in SOEs, and the monetization of social benefits by employers; 2) employment services on job waiting time, improved administrative and accounting procedures and timely payment of unemployment insurance, and improved labor market information and dissemination; 3) inservice training on placement rates and earnings; and 4) institutional development on improved services to job seekers and employers, and improved resource allocation for training based on market signals.**

Accounting Reform & Development Project
The overarching objective of the Accounting Reform and Development Project is to assist the modernization of accounting in China. The project comprises two related components. The component supports the continuing professional education of China's certified public accountants, and other finance managers and professionals, to familiarize them, on a large scale, with new accounting, auditing, and business administration principles and practices that are generally accepted in market economics. The project helps establish a large residential continuing education facility in Beijing, which offers a wide selection of short courses on specific accounting and business topics and issues. Bank assistance focuses on providing educational and training equipment and materials, designing the curricula, financing of high level trainers who can help build local training capacity, and providing overseas training for trainers. The second component continues support for the government's ongoing effort to develop and promulgate accounting standards that conform to internationally accepted accounting standards. Bank assistance comprises issuing and disseminating standards, developing and publishing new accounting standards and their dissemination to high-level officials, monitoring the application of standards and developing an on-line best practices service for users, and developing a study tour and training program with supporting equipment and training materials.**

Shenyang Industrial Reform Project
The Shenyang Industrial Reform Project will support Shenyang Municipal Government's (SMG's) program through the joint SMG/Bank monitoring of implementation of a Reform Action Program and the provision of technical assistance and training to underpin key aspects of SMG's reorganization. The project will also support two investment components: industrial restructuring and corporatization and environmental protection. The financial assistance for industrial restructuring includes: a) a restructuring loan of $121 million through SMG to Shenyang Machine Tool Company Limited (SMTCL); and b) a line of credit of $40 million to be channeled through participating banks to finance the modernization and restructuring of other eligible enterprises. The environmental protection component will finance the implementation of hazardous waste collection and treatment facilities, an automatic waste water monitoring network to improve enforcement of discharge standards that will cover some 70 percent of industrial waste water discharges, and technical assistance for the environmental protection bureaus to enhance their capabilities to monitor and enforce pollution control standards.**

Higher Education Reform Project
The Higher Education Reform Project for China aims to improve the quality and relevance of undergraduate basic science and engineering programs through integrated reform activities in curriculum and teaching methodology. There are three project components. The first a) renews and restructures the science and engineering disciplines by reducing narrow specializations, restructuring academic programs of study, and introducing new integrative science and engineering courses; b) adopts student-centered learning strategies, updates textbooks, makes laboratories, computer facilities, and library resources more readily accessible; and establishes well-equipped integrated laboratory centers and c) upgrades teachers and staff in support of reforms such as providing continuous training and promoting information exchange among staff. The second component funds innovative forms of cooperation. The third component funds project activities that support institutional capacity for change such as a) policy-based research studies; b) course and textbook revision; c) development of electronic teaching and learning materials; d) nationally-organized technical assistance that trains implementation personnel; e) overseas study tours and workshops; and f) overall coordination, monitoring, and evaluation.**
